A few days after the visit of President Moïse,  to less than two weeks from the beginning of the Caravan of Change (May 1, 2017) tour, Carmel André Béliard, Minister of Agriculture, Natural Resources and Rural Development, accompanied by the Cuban Ambassador accredited in Haiti, Luis Castillo Campos and Frantz Yves Joseph, Chief of Staff of the Minister of Public Works (Fritz Caillot), went to the National Center of Equipment (CNE) to inquire about the condition of the heavy vehicles and vehicles that will be used in the tour of the Caravan, which will start in the Artibonite valley.

During the visit, the Minister noted that much remains to be done to meet the deadline of 1 May. However, Dupré Pierre Garry, Technical Director of the CNE, assured him that the equipment and a hundred vehicles will be ready for the due date, while the Cuban mechanics, under a bilateral cooperation agreement signed in 2012 , are working relentlessly to restore the machinery.

The Cuban Ambassador clarified that, apart from technical maintenance, Cuban cooperation will also be very involved in the Caravan of Change.
