Tard hier soir le premier ministre Jean Charles était en réunion de consultation avec le groupe APH a l’hôtel El Rancho, c’est un homme serein qui a fait son entrée sans fanfare, seul il est allé mettre les dernières touches pour s’assurer un vote favorable ce matin 11 heures au parlement, beaucoup de va et vient de députés on peut citer le député de Delmas Garry Bodeau, Phillipe Belizaire, pour ne citer que ceux-là, tout se déroulait bien entre les députés et le premier ministre nommé Enex Jean et soudainement, la réunion va s’éclater après que les députés aient reçu la liste du cabinet ministériel publié par le Président Jocelerme Privert sur whatsapp, ce qui semblait être une mauvaise surprise même pour Mr Jean Charles, voire les députés qui résolument n’avaient même pas encore soumis les noms de leurs ministrables au PM.
Coup dur pour Mr Jean Charles qui semblait incapable de calmer la colère de ces derniers qui menacent de renvoyer la séance de ce matin ou sanctionneront la politique générale du PM. ”Privert ne respecte pas ses promesses, il nous respecte pas” arguent les députés, une réunion qui aura terminé en queue de poisson et qui se terminera au bord de la piscine de l’hôtel NH El Rancho dans une ambiance de groupuscules de députés très en colère.
En fin de compte les députés se donnent rendez-vous ce matin au même endroit pour décider si oui ou non la séance de 11:00 am aura lieu ou du moins du sort de Mr E. Jean Charles, ce qui dépendra de de la réunion qui devrait se tenir entre le président provisoire Jocelerme Privert et son premier nommé tard hier soir pour rectifier le tir.
C’est un Enex visiblement dépassé, battu, n’ayant pas eu le dernier mot pour convaincre ces interlocuteurs. La politique en Haïti a toujours été une affaire du plus malin ou du plus coquin, mais en négociation politique, il faut respecter les règles du jeu définissant les intérêts des parties.
Les députés de l’APH reconnaissent en Mr Jean Charles un homme compétent, valable, ouvert et un gentleman, un monsieur tout le monde mais, disent-ils, Privert est un trompe l’œil qui semble ne pas saisir ou feint ne pas connaître les formules devant garantir d’avance le vote de la politique générale d’un premier ministre nommé chez nos co-dépositaires… de la terre de Dessalines.
On est a plus d’une quarantaine du mandat de Mr Privert, l’insécurité alimentaire augmente, le chômage bat son plein, l’inflation, les problèmes environnementaux font rage, l’économie en lambeaux, le président peut il se permettre un deuxième échec au parlement?
Understand one simple fact.
Privert is set on remaining in power, no matter what the cost.
The new nominee for the PM’s position could be the answer.
However, Privert named his cabinet, without consulting him.
this sort of “arranged marriage” is a formula forfailure, and that is exactly what Privert wants.
Huge mistake not to leave Martelly in power, until May 14, with his own PM and cabinet, to guarantee elections, as allowed under Article 136 of Constitution.
Preval did this!
Martelly would have saved the Nation.
Privert very bold. Does not believe none will stop him. He will perhaps win because world has no resolve.

The G48 will not block but…
According to the deputy of Delmas Gary Bodeau, the majority Bloc at the Chamber of Deputies (G48) of the “Parliamentary Alliance for Haiti” (APH) the G48 “They chose Enex Jean Charles, we’re not going makes blockade ! We expect the statement of his general policy !” stressing that the APH will not accept any excuse from the Executive for not realize the 2nd round of elections.
A new government by the weekend ?
President a.i. Jocelerme Privert, optimistic, anticipating that Haiti will have a new government by the end of this week which can begin to address the real challenges, including the formation of a new Provisional Electoral Council (CEP), that will relaunch the electoral process.
Rumours in Parliament on a new agreement…
Parallel to the choice of a new Prime Minister, the question of signing a new political agreement or an amended agreement appear to be circulating in the corridors of Parliament and according to some sources in several meetings at the National Palace. According to politicians, it is impossible to have elections on 24 April or a month as stipulated in the Agreement of 5 February.

Wednesday the new Prime Minister named, Enex Jean Charles, filed his pieces in the lower house, a total of 14 pieces (original and copies). Deputy Senate President, Ronald Larèche announced a very quick procedure for the study of documents of Enex Jean Charles.

Article 158
With the approval of the President, the Prime Minister shall choose the members of
his Cabinet of Ministers and shall go before Parliament to obtain a vote of
confidence on his declaration of general policy. The vote shall be taken in open
ballot, and an absolute majority of both Chambers is required.
In the event of a vote of no-confidence by one of the two (2) Chambers, the
procedure shall be repeated.
