President Rene Preval has now stated his refusal to accept the flawed OAS analysis of the recent vote. The OAS solution would have seen a run-off with Manigat and Martelly as the candidates.
Preval’s resistance will now lead to a situation in which pressures will be brought to bear in an effort to have him depart on February 7, 2011 – as required by the Constitution, instead of May 14, as allowed by a law he introduced in 2010.
Planning for a transitional government is underway and a number of possible people have been suggested. Some suggest the revival of the Michele Pierre-Louis government, while others prefer a new person. The diplomatic corps, and certain segments of the State Department, had suggested that the Senate President, Doctor Kelly Bastien head the nation over the period between the Preval departure and the presentation of a new ballot.
The situation must be solved quickly in order to obtain the release of funds for the rehabilitation and reconstruction of Haiti.
