Leon Charles was with the FAdH Marine unit when he was appointed Police Chief with the Aristide government after Pierre Denize stepped down. He had some problems with Aristide and was replaced by Mario Andresol. Charles, and his family, traveled to the Washington area where he took up a position with the embassy there.

He would claim to be Central Intelligence Agency, a claim which seems to have been untrue.

When the Martelly government was inaugurated, Charles ingratiated himself with tales of his CIA involvement and intelligence background. In a short time the Martelly/Lamothe team saw through the stories and fired Leon Charles.

Now there are suggestions that the Government of Haiti is investigating Leon Charles, There are suggestions that the Americans are also looking at him, as are the Canadians.

Some suggest $1,500,000 US is involved with his illegal dissolution of the CICC, Haiti’s drug unit. Others suggest that the Americans gave CICC $200,000 and this is missing.

No matter what the case may be, Leon Charles had better declare his total income – legal and illegal – to the American Internal Revenue Service since the law requires all resident aliens to declare their global income, even if taxes are not due. Al Capone was finally convicted by the IRS for tax evasion. If charged, and convicted, Charles could be deported to Haiti.

The focus should be on Charles, and his alleged partner Audain.

The money involved could buy a lot of rice-and-beans for Haiti’s hungry kids.

He is just another cog in the Martelly/Lamothe’s team in their effort to end impunity and endemic corruption.

  3. This is crazy! How come a web site who claims talking exclusively about the truth publish a supposed story about somebody like Leon who is serving his country passionately. Shame on you Mr collins. Your story is fake. Leon did not flee Haiti. He still works for the gov of haiti. One of your fake informant is misleading you. The guy has a family. Stop your massacre. At least double check your sources before you go public. United States still has some values. Diffamation has also some consequences. you’re not telling the truth. you’re lying on behalf of your haitian friends.

      friends like you, if the allegations I have received are true, and I
      believe they are.

      First of all, he is no longer working for the Government of Haiti. He
      was in the Primature, but was fired some weeks ago. I believe he was
      supposed to be an intelligence adviser, claiming to be a CIA operative
      and this was not, I am told, not true. This information comes from the
      Primature.

      The Americans are investigating him in the States. This came from the
      American embassy.

      The suggestion, of an INTERPOL involvement came from a Canadian
      governmental source.

      Without the knowledge of the Primature, he was a part of derailing
      CICC, the anti-drug unit, with a guy named Audain. These facts are
      known to the Primature, and the embassy, a source of CICC funding.

      As someone who spent a great deal of my earlier days, in law, I
      understand defamation. Should anyone wish to take action, please have
      them do so. The comments will prove to be more than true. Under oath
      the Truth has a habit of coming out.

      A substantial amount of money, money that could buy rice and beans for
      Haitian kids, is missing. Whether or not Leon Charles has anything to
      do with this is up to the various authorities to sort out. There must
      be no impunity for anyone, anymore, if the nation is to survive.

      Wait and see if we are not spot on, give or take a few gourdes or
      American dollars.

      By the way, which Haitian friends would we be lying for? We have shot
      at almost everyone except Sister Teresa…. with the truth.
