Friday and Saturday in Petite-Rivière de l’Artibonite during a mobile clinic conducted under the auspices of the Ministry of Defense, 590 people, aged between 15 and 84 years, including 376 women have benefited from health care.

A training and information session began on the first day with patients who discussed diphtheria, hypertension, diabetes, tuberculosis, malaria and Sexually Transmitted Diseases (STDs), which ended with a sharing session on the importance of hand hygiene and the need to use condoms to prevent STDs.

The queue of patients was long to receive care, but, from Dr. Jacques Joseph Philogène (Director of Civil Defense) to Dr. Saviens who represented the Departmental Direction of the Ministry of Public Health, through Doctors Adolf Alzuphar, Marie Joseph Camy and Jean Robert Legros and the nurses of the Health Service, have worked hard to help a population whose health care is inaccessible.

Asked about the progress of this mobile clinic, Wilio Eugène, the Coordinator of the Board of Directors of the first section Bacoussin 1, did not hide its satisfaction and congratulated the authorities of the Ministry of Defense for this initiative. He encouraged the Ministry to duplicate it in all the communes of the country where the health infrastructures are almost non-existent. He said he also appreciated the assistance of the military Corps of Engineers that was necessary for the smooth running of the activity.

Colonel Louis Marcelin Daniel, Director General of the Ministry of Defense, visiting the site, reiterated the civic determination of the Ministry to build an army whose mission would contribute to the socio-economic development of Haiti. He took the opportunity to announce other mobile clinics planned for Carrefour and Léogâne for the beginning of November.

I believe it is Lieutenant Colonel Daniel, an unfortunate choice as spokesman for any effort to revive the FAdH. Check with those who served in Grand Quartier General during 1991- 1994 and they will tell you Daniel was barred from entrance to the building for a number of reasons, one of which was his very pro-Lavalas attitude.
Another focused upon an interest by one office at the American embassy.
The mobile clinic concept is a great one and formed a part of the White Paper created by Colonel Pat Collins, Military Attache at the American embassy during June, 1992 of  the embargo period.  The document was a plan for restructuring the FAdH. Unfortunately, Aristide broke his word and destroyed the military.
I should think there was/is someone better than Daniel.
