Leogane is a triumph for Duvalier. Within an hour of his arrival, the town emptied into the central square, flooding it and packing all side streets.

Some say 10,000 came to greet Duvalier, on his unannounced visit. Some say many more of the town’s 189,000 people came to greet their ex-President.
