Uruguay’s President Jose Mujica dispatched Army Chief of the General Staff - General Jose Ma. Burone to Haiti for meetings with Edwin Marger, Bob Barr and Mike Puglise, well-known American attorneys and lobbyists retained by the victim, Johny Jean, and his family.

Everyone was horrified by the video-taped assault on 18 year old Haitian Johny Jean,  by members of MINUSTAH’S Uruguayan navy detachment  at Port Salut.

MINUSTAH’s preliminary investigation of the crime and police report, filed with Haiti’s PNH, resulted in yet another whitewash as  MINUSTAH  released statements, to the effect, that absolutely nothing had happened.  As, with other accusations  against MINUSTAH force members, this would be the unsatisfactory end to yet another complaint. Then,  a local boy, downloading music from a Uruguayan soldier’s cell phone discovered the stunning tape which graphically demonstrated the falsehood presented by MINUSTAH’s leadership.

As a result of this, Uruguay’s President Jose Mujica  dispatched Army Chief of the General Staff –  General Jose Ma. Burone to Haiti for meetings with Edwin Marger, Former US Congressman Bob Barr and Mike Puglise, well-known American attorneys  and lobbyists retained by the victim, Johny Jean, and his family.

Barr canceled a previously scheduled speech in Chicago, to make the trip.

In depth meetings were held on Thursday and Friday, September 15 and 16th,  at several locations in Petionville. Johny Jean, and his family were present at the final rendezvous.

Marger, Barr and Puglise are based in Georgia. Members of this team have had an association with Haiti that dates back to the nineteen sixties. Prior to their Haitian visit, Barr, Marger and Puglise communicated with representatives, of the United Nations, in New York, along with the State Department and members of Congress in Washington.

Prior to their flight, back to the United States, Barr, Marger and Puglise said they  “hoped that the Uruguayan nation, and its military leaders, will take immediate steps to repair damage done to their honor by initiating instantaneous and immediate action to  help Johny Jean, and his family.”   These Haitian peasants  have suffered irreparable damage and humiliation within their tightly knit community of Port Salut.

Their collective lives have been effectively ruined.

Perhaps there is some decency and Justice left in the world.

Time will tell.

    Bob Barr has all the contacts in Washington we need.

    He is the one who got Clinton impeached.

    No State or group of States has the right to intervene, directly or indirectly, for any reason whatever, in the internal or external affairs of any other State. The foregoing principle prohibits not only armed force but also any other form of interference or attempted threat against the personality of the State or against its political, economic, and cultural elements.

    Article 20

    No State may use or encourage the use of coercive measures of an economic or political character in order to force the sovereign will of another State and obtain from it advantages of any kind.

    Article 21

    The territory of a State is inviolable; it may not be the object, even temporarily, of military occupation or of other measures of force taken by another State, directly or indirectly, on any grounds whatever. No territorial acquisitions or special advantages obtained either by force or by other means of coercion shall be recognized.

    Article 22

    The American States bind themselves in their international relations not to have recourse to the use of force, except in the case of self ­defense in accordance with existing treaties or in fulfillment thereof.
