Frank Cine, the guy Preval kept illegally locked up in Canape Vert Hospital, for 2.5 years, has returned to Haiti. You will remember we reported, over a year ago, that he was mysteriously sprung from his incarceration one day when someone from Washington whispered in Preval’s ear. Cine – without his passport, still in Preval’s hands – popped up in New Jersey the next day and has maintained a low profile since then.
Perhaps he assumes a protective net from Bill Clinton since he has tried to associate himself with the ex-President.
Preval has sent him an easy to understand message.
“If you want to regain control of HAITIEL that is all right. If you try to do anything about SOCABANK…you will die within 2 days…”
That is pretty specific.
SOCABANK was Cine’s bank that was illegally broken up by Preval with the fraudulent claim that the bank was insolvent. Preval was a major beneficiary from the crime, as were SOGEBANK, UNIBANK and a number of other entities.
It is easier to kill Frank Cine than unravel a major crime that would disrupt the entire economy. Better let sleeping dogs lie, as they say, than to pursue justice.

Cine was an ally of Aristide.
He paid Aristide a monthly percentage of HAITEL’s cash flow. Preval wanted a cut, and Cine refused. There was also a lawyer, by the name of Vieux who tried to take control of HAITIEL, through less than honorable means.
SOCABANK was one of the major financial entities in Haiti. Preval oversaw its destruction and was reported, in embassy cables, to have benefited in the amount of several millions – I recall a figure of $9,000,000.
Funding to support SOCABANK’s operation was made available by a group in the Caymen Islands, buy Preval was set on the destruction of this bank, and succeeded.
Cine promised to take legal action to regain control but I wonder if he really has the stomach for that kind of a fight in a land where Preval’s hit men still operate with impunity.

Perhaps Preval should be careful of who he threats.
