Haiti - Carnival 2015 : Simulation of clashes, of panic !

Thursday, the Risk Management National System and the National Carnival Committee organized a major simulation exercise (SIMEX), of clashes of panic and fire, 72 hours before the start of the festivities of the three fat days of the national carnival.

This extensive training, which took place on part of the site the event to Port-au-Prince, allowed to test and improve response capacity and coordination between stakeholders in charge of health services and medical attention. It brought together 160 participants, including one hundred technicians, volunteers who specialize in managing flood victims.

The device for medical emergencies, set up by the organizing committee of the carnival, includes 11 first aid stations, 4 advanced medical posts and 6 hospitals and referral health center. Three other reference community hospitals are retained for road accidents.

A dozen institutions in charge of health services and medical relief, took part in the exercise. The Directorate of Civil Protection of the Ministry of Interior and Territorial Communities, the Ministry of Public Health and Population, the Red Cross-Haitian, the National Ambulance Center, the Office of Vehicle Insurance Against Third Party, the Assurance Office Work Injury, Sickness and Maternity, the Office of the First Lady, the National Police of Haiti and the Firefighters Corps have mobilized the vast majority of stakeholders some of the teams that will be deployed on the route of the carnival, 15, 16 and 17 February, to ensure the safety of revelers.

For its part, the National Police of Haiti (PNH) and the United Nations Police (UNPOL) will put in place during the 3-day Carnival days, more mobile patrols and security cordons and create additional police stations among others at the intersection of National Road #1, at the intersection of Aviation, near the Cathedral located in the Bel-Air neighborhood at Portail Léogâne where stone attacks are the most recurrent in this period of festivities.

119 members of the device are from the PNH and UNPOL [74 whose 50 Elements of specialized police forces (Indian and Jordanian FPU)]. Brazilian military contingent of the Minustah, about fifty will have as mission to strengthen the deployed teams. This device has been tested Sunday, February 8, the last day of pre Carnival activities, to make the necessary adjustments and be ready to handle all the situations that may arise…
