This guy was with the PNH detachment at our international airport some years ago. He stole $750,000 in cash from the luggae of a lady travelling to Panama to purchase merchandise. The criminal fled the country and has only recently returned to become an agitator for Aristide/Lavalas.

As a sideline, he deals in illegal arms.

Why is he still on the streets?
