MARTELLY-PREVAL-INITE DEAL FALLS THROUGH

Frantic negotiations finally collapsed that left the constitutional amendment, allowing back-to-back presidential terms unapproved.   The Preval/INITE team, led by Senators Lambert and Kely Bastien tried to get Martelly’s agreement to their having seats in the new cabinet, in return for a situation that would see an almost fireproof guarantee that Martelly would serve two consecutive terms.

Bastien wanted to be Minister of Health, while Lambert wanted Interior.

The Constitution  cannot be touched for four years  at which time INITE plans to pass the amendment, allowing Aristide a 10 year return.

The sitting president cannot benefit from constitutional amendments passed while in office.

Very tricky.
