CNE Chief Moreno was eliminated by Juse Celestin and Rene Preval, using Amarol Duclona as their killer of choice. Duclona was then hidden in Preval’s sister’s house until Celestin could obtain a false Haitian passport and smuggle Duclona into the Dominican Republic, where he was finally arrested.
