Haiti Libre:

Rodulfo Figueroa, Delegate of the National Institute of Migration, confirmed that 2,460 Haitians (76.9%) of the 3,200 Haitians in Tijuana and Mexicali (Baja California, Mexico) have already regularized their immigration status in the Mexican territory and are in the process of integrating national economic life.

1,380 out of 2,460 Haitians are already enrolled at the Mexican Institute of Social Security (IMSS), meaning they have access to formal jobs, said Figueroa

To date, nearly 700 Haitians are not yet regularized. Currently 100 applications in Tijuana and 200 in Mexicali are progressing rapidly. The bottleneck was the inability of Haitian nationals to prove their identity, for lack of documentation, but “The efforts deployed by the Haitian Embassy locally, have worked well,” said Rodolfo Figueroa.
