IMPASSE!! – TIME FOR PRESIDENT MOISE TO PULL PLUG ON SENATE & CHAMBER OF DEPUTIES

Many suggest Parliament – the Senate and Chamber of Deputies –  should be abolished, perhaps jailed en masse.

Some old Haitians remember, and recount stories of the stability they enjoyed under the governments of Duvalier – Francois and Jean-Claude.

Of course, that was not Democracy, as our American friends envision life, so that must remain a fairy tale told by grandfathers, to their grandchildren, around a candlelit table before bedtime.

What Haiti now experiences is a distillation of all that can be found in the Democratic Process.

We have a cesspool.

We have thrown out the Good and retained the Bad. A Dictatorship by Parliament is what we now experience as a handful of criminal Haitians hold the Nation to ransom.

No one moves to block their unconstitutional, illegal, immoral and – often – criminal actions. Parliamentary Immunity taken to an insane level, protecting the criminals against legal realities – while not protecting the Haitian Nation against its Parliament.

The Senate and Chamber of Deputies has a singular goal of making as much money as possible, in absolutely any way available.

There is something wrong here!

The “Tail is wagging the dog.”A few criminals control Parliament,  and through this process, the Nation.

Demands by Senate President Joseph Lambert and Chamber of Deputies President Gary Bodeau for tens of millions in USD for their vote to install President Moise’s selection as  Prime Minister.

President Jovenel Moise has put forward a candidate for our new Prime Minister.

The Constitutional procedure is not complicated and does not mention millions of USD in return for a positive vote.

ARTICLE 158:

With the approval of the President, the Prime Minister shall choose the members of his Cabinet of Ministers and shall go before Parliament to obtain a vote of confidence on his declaration of general policy. The vote shall be taken in open ballot, and an absolute majority of both Houses is required.

I have spent some time wandering through the Constitution and nowhere can I find any sort of authority that supports the outrageous actions of Senate President Joseph Lambert, or Chamber of Deputies President Gary Bodeau as they demand payment for doing their Constitutional duties.

It is not a financial bidding process.

Parliament is required to review and vote upon the new Prime Minister’s cabinet and declaration of general policy.

The Senate and Chamber of Deputies is not there to add tens of millions to our budget, the budget of an already near bankrupt Nation.

Their actions would fall under the Code Pénal.

Each time, over the years, Parliament has played a game of enrichment and humiliation through the Constitutional process of selecting a Prime Minister. Twice, yes twice Eric Pierre was personally selected, then flushed away.

Over time, all candidates, for Prime Minister, have had to barter away Ministries and directorships in State offices, such as ONA, APN, Douane…

We don’t end up with a coherent Cabinet, aimed at doing the best for our Nation.

We end up with an abortive melange aimed at enriching those who have been elected to serve the Nation.

Perhaps it is time for President Jovenel Moise to direct his choice for Prime Minister, to make a full and complete public statement as to the criminal pressures he has been subjected to, in order to obtain acceptance from the Nation’s  pirate mafia, running under the false flags of Haiti’s Senate and Chamber of Deputies.

Of course, there are dangers  in any solution but our present situation demands action.

By rewriting the Constitution,  abolishing the Senate, we might be a big step towards attaining Democratic Government.

They deserve it.
