Haiti – FLASH : Details of CEP immediate action plan

In order to achieve the relaunch of the electoral process as soon as possible, and the best conditions, the new Provisional Electoral Council (CEP) as part of its mandate and its administrative and technical responsibilities, committed in a preparatory phase which includes 4 main components :

l – Current situation at institutional and operational level :
a. Evaluation of the institutional framework.

b. Evaluation of the electoral machine;
– Organizational structure ;
– Operating mode ;
– Human, financial and material resources;
– Regulatory framework, legal and ethical.

c. The timely recognition of the CEP debts record
– The staff of the BED and BEC unpaid since October;
– The houses rented housing the BEC and BED unpaid for several years;
– The temporary staff not yet fully paid;
– Other debts of the institution to service providers.

d. Evaluation of the budgetary situation depending on the Council needs.

ll – Revival of the electoral process, reflections and dialogue :
As part of the relaunch of the electoral process, the Council intends to encourage reflection and dialogue with the Executive, the Parliament, political actors and civil society on the relaunch of the electoral process and the implementation of a management more transparent and rigorous of election.

This primordial axis concerns the corrective action to relaunch the process and for successful elections after evaluation of the electoral machine, and the introduction of new provisions. These exchanges will allow to hear the actors concerned on their concerns, and take into account their proposals to the success of the electoral process.

lll – Working with the Executive and the International to strengthen the electoral institution :
This step aims essentially at a reorganization of the relationship between the Executive, the International and the CEP, in the quest for a more institutionalized and more efficient management of the electoral process.

The results should lead gradually to the establishment of appropriate mechanisms for an affirmation of the autonomy of the CEP, toward a national planned and orderly assumption of the organization and administration of elections.

IV.- Reopening of municipal elections file :
This axis consists to performing a review of the recordin order to achieve in the shortest possible time to the following decisions

a. The partial publication of the results of municipal elections uncontested in litigation

b. The preparation of regulatory procedures for the operation of BCEN, before relaunching the litigation phase and the establishment of BCEN

c. The establishment of the BCEN and swearing by judges;

d. A training seminar and update for judges and clerks, for the proper functioning of BCEN

e. Constitution of three (3) compositions of BCEN and distribution of files by drawing.
