Les fournisseurs privés d’électricité doivent prendre en compte le bien d’Haïti

Luis Alberto Moreno ne fait pas dans la dentelle. Le président de la BID, en interview exclusive avec Le Nouvelliste jeudi soir, a dézingué les compagnies privées qui fournissent du courant électrique à l’Ed’H. « Il n’y a aucune raison dans le monde d’aujourd’hui pour que l’énergie produite par les trois compagnies privées soit si chère. C’est quelque chose qu’il faut aborder », a estimé Luis Alberto Moreno, soulignant que pour que le pays finisse par avoir accès à des crédits sur le plan international, il faut sortir du déficit public créé par le financement du secteur de l’énergie électrique. Sur l’annonce d’officiels du gouvernement en rapport à la renégociation des contrats de ces fournisseurs privés de courant, le président de la BID ne marchande pas son soutien.
« Je suis totalement d’accord. Je pense que c’est très courageux de la part du président. Je sais que les différentes compagnies d’énergie n’ont pas été les meilleurs partenaires d’Haïti. Je pense que dans tout partenariat, vous avez besoin d’avoir des partenaires qui, à la fin de la journée, ne regardent pas uniquement leur propre revenu mais celui du peuple d’Haïti. Si elles (NDLR : les compagnies) amélioraient les conditions du peuple, elles auraient bien fait. C’est comme cela que nous aimerions le voir », a poursuivi le président de la BID, Luis Alberto Moreno.
« Nous ne sommes pas le seul donateur à évoquer les problèmes du secteur de l’énergie électrique. Si vous demandez à n’importe quel donateur, je parle de la Banque mondiale, du Fonds monétaire international, des acteurs importants et des partenaires bilatéraux comme les Etats-Unis, le Canada, tous vous diront qu’ils ont les mêmes préoccupations en ce qui concerne le secteur de l’énergie », a expliqué le président de la BID, en mission en Haïti après avoir rencontré le président Jovenel Moïse en marge de l’Assemblée générale de l’ONU à New York en septembre dernier. Le patron de la BID dit voir un « vrai désir » chez le président Jovenel Moïse de réformer le secteur de l’énergie. « Je sais que c’est un sérieux challenge. Nous serons derrière lui à 100 % », a garanti Luis Alberto Moreno avant de formuler un souhait.
« Je souhaite que ces compagnies regardent très sérieusement comment elles peuvent vraiment améliorer la vie des Haïtiens et assumer leur responsabilité en tant que bons citoyens, comme elles le devraient. Personne ne leur dit qu’elles doivent partir. Il est seulement question de faire quelque chose qui prenne en compte le bien du pays », a souligné Moreno.

“We are not the only donor to speak about the problems in Haiti’s electric power sector. If you ask any donor, I’m talking about the World Bank, the International Monetary Fund, important players and bilateral partners like the United States, Canada, will all tell you they have the same concerns about the energy sector, “said the IDB president, who was on a mission to Haiti after meeting with President Jovenel Moïse on the sidelines of the sidelines at the UN General Assembly in New York last September. IDB boss says he sees a “real desire” in President Jovenel Moïse to reform the energy sector. “I know it’s a serious challenge. We will be 100% behind him.”

Some years ago I was involved with a proposal that would have seen an American group drill shallow gas wells in Haiti to provide fuel for power generation and fuel for the propane demand. This group had also arranged for big turbo-generating units and line installation to provide a system that would be self amortizing with a government contract for $0.17 per Kilowatt Hour
They had all of the funding and expertise.
It wasn’t a charity deal or a donation, it was a cold-blooded plan that would make the investors money while providing fairly priced power to Haiti’s people.
Of course, it was no accepted.
More recently, a Haitian businessman attempted to introduce natural gas into the electrical power industry. To begin with he would get his supplies from the DR. This proposal was shot down by a lady EDH Director.
Much of the Natural Gas equipment is still sitting in crates somewhere in Haiti.
