Our American friends always know what is best for Haiti!
They use Haiti like a high school lab experiment and learn little in the process, that has effectively destroyed the Haiti that existed until 1986, when they first decided Dictators Bad – Democracy Good, and destroyed a stable economy, backed by good infrastructure.
They should have worked with what existed, modifying things to suit the Haitian reality.
Instead, they preferred unreality; an unreality that continues today.
Of course, the International Community follows in lock-step.
Here is THE PLAN.
We will have Parliamentary Elections, to seat the Senate and Chamber of Deputies.
Even if only 1,000, perhaps 200 vote nationwide, these elections will be accepted.
Senate and Chamber will choose a Prime Minister.
And create a new Electoral Law.
They will rewrite the Constitution.
A Constitutional Amendment will do away with the Presidency.
That is the goal of THE PLAN.
There will be no Presidential Election!!
When one looks at how Martelly has demeaned the Presidency, some might see the sense in AMERICA’S PLAN.
THE PLAN overlooks the Haitian Traditional Society’s psychological attachment to their President.
A Prime Minister really means nothing to them.
And, THE PLAN will result in a permanent, chaotic situation in which Parliament changes the Prime Minister more often than their socks.
Corruption will accelerate even though many believe an increase is impossible.
At the moment, we are rushing toward an August election that has really seen no preparation, or campaigning for this important vote. The only players are Preval’s VERITE, Martelly’s shadow party BOUCLIER and his official party PHTK.
Aristide’s party is really a non-runner as he personally wants to distance himself from things. A good move.
Better to sit on the sidelines for this train wreck, and be ready to pick up the pieces.
Electoral violence is increasing and we could be headed for a major event that will many lives lost!
HOW ABOUT PLAN B FOR HAITI?
Cancel/delay the August elections.
Remove Martelly, from the process, otherwise he will remain in control – via surrogates – for next 20 years.
Form a new CEP.
Review situations of candidates barred from process for Martelly’s personal, political reasons.
Hold one General Election for all offices. This will save many millions $$ and guarantee a better percentage turn-out.
The Traditional Society is only interested in the Presidential ballot.
If Haiti’s externally generated rush to suicide is not stopped – NOW – Haiti will accelerate along an irreversible road to a permanent disaster.
In the long-run this will cost the American society a fortune, as they will be called to pump more AID into Haiti’s imploding situation.
Time to stop and smell the roses, while they still exist! With the deteriorating situation, hungry Haitians may eat them, leaving nothing but the scent.

August elections are a luxury Haiti could do without. You are right. We should only invest time and money in one general election that will be screwed up anyway.

I departed Haiti one year ago after returning to my country because Haiti was open for business. After a short while I discovered this was just a sales story and I lost my savings.
Excellent analysis of the present and upcoming events- this seems to be what the U.S. State Department(though not all members of Congress) sees as the best outcome. This strategy does give many, such as Sophia Martelly, who have been omitted/removed as Presidential candidates, a path to leadership as Prime Minister. This could be a double-edged sword, as well, down the road- Prime Minister Lumarque or Prime Minister Lamothe Chapter II?

Today marks 100 years since America occupied Haiti.
1915.
Departing, they left us in better condition that their arrival.
Now they wish to destroy us forever.
Now some suggest the election game is a complex plan that will see Preval control Parliament and – surprise of surprises – have Parliament as him to be Prime Minister!!
Lamothe had better get his game plan in action or he will miss the boat and become a footnote to history.
History – looking back – will savage Lamothe as a partner of Martelly’s in creating the present situation.
At the very least, Lamothe should act now to protect his place in history.
