How did we get to today’s situation?
In 2019 DGPNH Godson Aurlus was jailed for smuggling weapons and ammunition. He was not the first, involved with this, but State Department was tired of Haitians acquiring, for example, 9mm ammunition for $0.60 per round and charging the Haitian government $5.00 per round.
So, in 2019, the State Department specified a single American supplier for Haiti, and issued an ITAR Export License. Since that time, this group has supplied the PNH with weapons and ammunition, allowing them to bypass the arms embargo on Haiti.. ITAR Certification is nearly impossible to obtain.

As of today, there is an active contract in progress. 70% of the Pro Forma has been completed with the delivery of 1700 GLOCK pistols and pallets of ammunition.
The final 30% is outstanding, with pallets of ammunition sitting on the warehouse floor, awaiting air delivery to Haiti on AMERIJET. Release of contracted funding has been blocked, for months, by Prime Minister Fils Aime.
Prime Minister Fils Aime, in partnership with DGPNH Paraison, attempts the theft of this contract, giving it to Fils-Aime’s son-in-law. PM Fils Aime has had Paraison authorize the release of funding, but a deal cannot be completed without an EXPORT LICENSE. The materials involved are covered by ITAR regulations and an EXPORT LICENSE is, under normal circumstances, difficult to obtain. In Haiti’s case, it is an impossibility because of Haiti’s history.
PM Fils Aime wants Paraison to release more funds. If Paraison refuses, Wilner Joseph will fire him. Wilner Joseph is the person who pays the gangs for PM Fils Aime.
The funds will simply be stolen, as was the first release.
It is in their interest to keep the PNH without adequate equipment, and ammunition. Within the last week, over 1,000 new PNH officers were graduated and there were no weapons for them. A Pro Forma for 1500 GLOCK 17 pistols is sitting on Paraison’s desk – ignored !
Perhaps they can use sling-shots !!
It is disgusting that DGPNH Paraison has been a partner, in this crime, as many of his officers have been killed by gangs paid by Prime Minister Fils-Aime through Wilner Joseph.
