President Rene Preval has given orders to reduce the supply of electricity to his people.
He hopes this will create additional tension in an already tense society.
Like a guy throwing matches into an open barrel of high-octane gasoline, Preval is looking for, and waiting for an explosion to justify cancellation or delay of the November elections.
Preval should remember that the pyromaniac is sometimes engulfed in the explosion.
