When will American Ambassador Haskins take action against the illegal – perhaps criminal actions – of certain members of his Bureau of International Narcotics and Law Enforcement Affairs – INL office??
This isn’t a “one time” event!!

During August, 2024 Philippe Arthur, in partnership with certain PNH members, tried to steal the contract supplying the PNH with weapons and ammunition. To this end, Philippe Arthur derailed an important August, 2024 order, and took the PNH Director of Logistics, Marjory St. Jean, to several major gun shows in the States.

Did the embassy pay for PNH Logistics Director Marjory St. Jean’s travel??
They discovered that only one State Department approved supplier possessed Export Permits, and authorization to ship weapons and ammunition to Haiti.
On at least two occasions, Arthur endeavored to purchase 500 GLOCK pistols. Is the embassy in the gun business?? Who needs 500 GLOCKS in the embassy?? Or was this a potential supply for the gangs?
This interference has seen our PNH without the logistical support it requires in order to face the gangs that threaten Haiti’s survival. 6 months have slipped by since Philippe Arthur derailed the August, 2024 PNH order!!
Lives have been lost.
Property has been destroyed.
Gangs have gained ground against a poorly equipped PNH without ammunition!!!!

And now, American embassy INL contract employee Philippe Arthur has approached Prime Minister Fils-Aime with the request that the PM replace DGPNH Rameau Normil with Philippe Arthur’s choice, Alain Auguste. Is INL employee Philippe Arthur acting on behalf of Ambassador Haskins, and the State Department, or is he a rogue element, in the fight for Haitian survival??
Philippe Arthur should know better. He is Haitian/American!!

How much of this Title is the direct responsibility of the Embassy INL Office, and its contract employee Philippe Arthur.

Time for the State Department to take a close look at their embassy’s responsibilities with regard to Haiti’s losing battle against the ever-expanding gang threat.
