Reported Incidents 02-05-10

Gang activity reported during the nighttime hours, in the Pepiniere area of Delmas 105 (Rte de Frere). Armed gang members were observed openly carrying weapons and intimidating the local population. Several shots were fired by the culprits.

Known gang members/fugitives were observed sleeping in an IDP camp in the Delmas 48 area. According to Sources, the gang members have clustered together and were sleeping in tents which were marked “Palais Nationale/DGI.”

Known gang members/fugitives were observed sleeping in an IDP camp in the Champ-de-Mars area. According to Sources, the gang members were sleeping in tents near the National Palace.

Looting reported in the Cazeau area of La Plaine, north of Port-au-Prince. A group of young men ambushed a tuck transporting aid supplies, forcing the driver to stop. The culprits then looted the truck, stealing the aid supplies. PNH units were dispatched; however, the culprits were able to escape with the stolen items.

A Demonstration occurred in the Tabarre area. The demonstrators, who were protesting against the Haitian Government’s response to the crisis gathered in front of the DCPJ Police station which is currently being used to base Government operations. PNH units dispersed the crowd, who eventually reformed and marched to the US Embassy.

Multiple Armed Robberies occurred in the Martissan area. Armed gang members were observed in Martissan 23 stopping and assaulting pedestrians at gunpoint. The culprits robbed the victims of their valuables.

Multiple Armed Robberies occurred during the nighttime hours in the Simon-Pele area near the Airport. Armed gang members were observed on Rue Lysius Salomon stopping and assaulting pedestrians at gunpoint. The culprits robbed the victims of their valuables.

Gang activity reported during the early morning hours in the Forturon area of La Saline. Armed gang members stopped and assaulted an off-duty PNH Officer. The culprits shot and killed the Officer, stole his service weapon and fled the area.

Looting reported on the Tabarre Bridge located between Carrefour Fleuriot and Carrefour Marassa. Groups of young men armed with machetes erected roadblocks and attacked Dominican trucks transporting aid supplies from the Dominican Republic. The culprits smashed the truck windows, forcing the drivers to stop. The culprits then looted the trucks, stealing the aid supplies. PNH units were dispatched; however, the culprits were able to escape with the stolen items. PNH units cleared the barricades.

Gang activity reported at the SONAPI industrial complex located on Blvd. Jean-Jacques Dessalines (Airport Road). Armed gang members were able to enter the complex, and forced entry into a warehouse. The culprits stole several tents and other supplies from within. UN forces requested back up, however, the culprits were able to escape prior to Police arrival.

A Carjacking Attempt occurred in the downtown, Port-au-prince area. Armed gang members aboard a motorcycle attempted to stop the driver of a truck transporting merchandise on Blvd. Jean-Jacques Dessalines (Grand Rue) and 1er Ave Bolosse. The culprits brandished handguns and signaled the driver to pull over. The driver pushed through and responded to a PNH checkpoint. The culprits fled the area aboard their motorcycle.

***It should be noted that the Bolosse area is known for its organized gang activity. There are several gangs currently fighting for control of the Bolosse area. Two (2) rival gangs were involved in a shootout on 1er Ave Bolosse on 02-04-10 for control of the Bolosse area.

An Armed Robbery occurred in the downtown, Port-au-prince area. Armed gang members aboard a motorcycle followed a man who had recently left a Bank. The culprits stopped and assaulted the victim at gunpoint on Blvd Hay Truman (Bicentenaire). The culprits robbed the victim of a substantial amount of money, and fled the area aboard their motorcycle. The culprits were last seen traveling towards the Martissan area.

A Carjacking occurred on Blvd. Toussaint Louverture (Airport Road). Four (4) armed gang members stopped and assaulted the driver of a truck transporting merchandise. The culprits forced the driver and passengers out at gunpoint and fled the area aboard the truck. The culprits were last seen driving into Cite Soleil.

Looting reported on the Tabarre Bridge.  Groups of young men set up barricades that had previously been cleared by the PNH on the roadway between Carrefour Fleuriot and Carrefour Marassa. The culprits attacked Dominican trucks transporting aid supplies from the Dominican Republic. PNH units were dispatched; however, the culprits were able to escape with the stolen items. The PNH set up a permanent checkpoint at that location.

***It should be noted that this was a common tactic used by gang members in the past to test PNH response. The culprits noticed that the PNH did not maintain a presence after the previous attacks, so they set up new roadblocks upon Police departure. The PNH has limited resources and may not be able to have a dedicated presence at all times.

A Carjacking occurred in Delmas 33. Armed gang members stopped and assaulted the driver of a grey, 4-door Toyota pickup truck Tag# AA 64643. The culprits forced the driver out at gunpoint and fled the area aboard the vehicle. The vehicle was clearly marked “LDS Emergency Services.”

Gang activity reported during the nighttime hours in the Bolosse area of downtown, Port-au-Prince. Armed gang members from opposing gangs clashed on 2eme Ave. Bolosse. The gang members, armed with long guns, exchanged gunfire amongst themselves, fighting for control of the Bolosse area.

02-07-10

Gang activity reported during the early morning hours in the Grand Ravine area above Martissan. Armed gang members from the “Baz Pilate” gang, made up heavily of fugitives, clashed with an opposing Grand Ravine gang. The gang members, armed with long guns, exchanged gunfire amongst themselves, fighting for control of the Grand Ravine area.

Gang activity reported during the early morning hours in the Nan Coucou area of Carrefour. Gang members dressed in black clothing were observed in Lamentin 54 openly carrying handguns and machetes and intimidating the local population.

Looting reported in the downtown, Port-au-Prince area. A group of young men forced entry into a store on Rue des Césars near Portail St. Joseph. The culprits stole all the merchandise from within.

Looting reported in the Delmas area. A group of young men forced entry into a warehouse belonging to the Salvation Army in Delmas 2 and stole supplies from within.

A Demonstration occurred in the Petion-Ville area. Demonstrators, who were protesting against the Mayor of Petion-Ville, marched through the city chanting anti-Governmental slogans. The protesters claim that the Mayor has stolen aid supplies and is selling the items for profit. The crowd was estimated at 500 people. No violence was reported.

Multiple Armed Robberies occurred in the La Saline area. Armed gang members were observed near Station Gonaives stopping and assaulting pedestrians at gunpoint, and robbing the victims of their valuables. A victim resisted and the culprits opened fire, wounding several victim. The culprits fled the area.

An Armed Robbery occurred in the Simon-Pele area near the Airport, on Rue Lysius Salomon. Armed gang members stopped and assaulted the rider of a motto-taxi. The culprits forced the rider off at gunpoint, and fled the area aboard the victim’s motorcycle.

***It should be noted that there is an increase in organized criminal activity within the past few days in the Simon-Pele area near the Airport. The area of Simon-Pele used to be under the control of former Gang Leader William Baptiste (a.k.a. Ti-Blanc). Ti-Blanc escaped from the penitentiary on 01-12-10.

02-08-10

Gang activity reported during the early morning hours, in the Cite Soleil area. Armed gang members ambushed a PNH unit that was on patrol in the Belecou area of Cite Soleil. The culprits threw stones and fired several rounds at the PNH patrol then fled the area on foot.

Gang activity reported during the early morning hours in the Caradeux area near Tabarre. Gang members wearing face masks threw stones at an IDP camp in order to intimidate the IDPs living in the area.

Gang activity reported in the downtown, Port-au-Prince area of Warf Jeremie near La Saline. Several fugitives and known gang leaders have taken over several houses in the shanty town area of Village de La Paix. The culprits are reportedly reorganizing, and have been observed intimidating the local population during the nighttime through the early morning hours.

An Armed Robbery occurred in the downtown, Port-au-prince area on Blvd Harry Truman (Bicentenaire). Armed gang members stopped and assaulted the rider of a motto-taxi. The culprits forced the rider off at gunpoint, and fled the area aboard the victim’s motorcycle.

Looting reported in the downtown, Port-au-prince area. A group of young men forced entry into a store on Rue des Casernes. The culprits stole all the merchandise from within.

Gang activity reported in the Fort Jacques area above Petion-Ville. Gang members who have historically operated in this area have reportedly acquired several new vehicles which they are using to commit other crimes. Among the vehicles is a grey, 4-door Nissan Patrol and a red, 2-door Isuzu Rodeo. According to reports, the culprits have been using secondary routes which connect the Fort Jacques area to the Malik area of Petion-Ville, the Pernier area near Rte de Frere, and the Croix-des-Bouquets area. The culprits use these rural, secondary routes in order to avoid Police detection. The culprits are reportedly in possession of stolen Diplomatic Tags.

*** It should be noted that there is an active gang operating in the Fort Jacques area. On 01-28-10, several stolen vehicles were recovered in the Fort Jacques area, and numerous empty weapons holsters were found in the vehicles, however, no weapons were recovered. The Fort Jacques gang is known to commit Kidnappings, Carjackings and Home Invasion Robberies.

An Armed Robbery occurred in the downtown, Port-au-Prince area of La Saline. Armed gang members stopped and assaulted the rider of a motto-taxi. The culprits forced the rider off at gunpoint, and fled the area aboard the victim’s motorcycle.

Multiple Armed Robberies reported in the Bel-Air area. Armed gang members were observed on Rue Tiremasse stopping and assaulting pedestrians at gunpoint. The culprits robbed the victims of their valuables.

Armed Robbery occurred in the downtown, Port-au-Prince area of Chancerelles, near La Saline. Armed gang members stopped and assaulted the rider of a motto-taxi. The culprits forced the rider off at gunpoint, and fled the area aboard the victim’s motorcycle. The culprits were last seen riding into the La Saline area.

Gang activity reported in the Kenscoff area above Petion-Ville. Two (2) known gang members/fugitives were observed circulating the Kenscoff area. PNH units responded, however, the culprits were able to escape prior to Police arrival.

Note:

Organized criminal activity continues to occur throughout the metropolitan areas. Fugitives have reportedly integrated into gangs, or have organized new gangs and are operating in their former areas of influence, including Carrefour, Martissan, Grand Ravine, Bolosse, Bel-Air, La Saline Cite-Soleil, Simon-Pele, Santo, Pernier, Thomassin, Fort Jacques and Kenscoff.

The crimes being committed continue to follow pre-earthquake conditions. There have been, however, reports of gang turf wars between rival gangs particularly in the Grand Ravine and Bolosse areas which have always been located in the Red Zone.
