There is really no change in Aristide’s situation. Since he rarely – if ever – leaves his house – the concept of “house arrest” means absolutely nothing. He can function, as usual, meeting people, sending out messages and talking on the phone.

House arrest would mean something if all communications were blocked – in and out – with few exceptions.

Aristide will continue to generate chaos and instability.
