According to the National Council of Telecommunications (CONATEL), the market of mobile cellular communications has changed significantly in recent years. From a competitive environment dominated by four operators, the mobile landscape is now run by 2 operators following the bankruptcy of HAITEL S.A. : NATCOM (Former TELECO) of the Vietnamese company VIETTEL and DIGICEL (after buying VOILÀ/COMCEL).

This market is expected to experience in the coming days, major changes necessitated by :

  • The need to reinforce the national infrastructure of Information Technology and Communications (ICT) to meet the government’s goal of making telecommunications a key lever for development.
  • The opportunity to optimize the use of frequencies reserved to the mobile cellular communications after the automatic recovery by CONATEL, of frequencies made ​​available by the TELECO.

To this end, the Executive Body of CONATEL, engaged the instruction of the technical file of the tender for a concession to operate in the 1900 MHz band to provide the country with resources of mobile broadband whose it may now be in default or in deficit.

This tender aims to encourage the development of site infrastructure of phone network unexploited to facilitate the deployment of new facilities, which will be the subject of the tender.

Whatever the scenarios that will be favored by the National Administration of Telecommunications in the development of this process, the expected results are : the consolidation of the ambient competitive market ; an increased balance of the competition and a adequate return of scarce resources whose the regulator is the main guarantor for the benefit of the community.
