Haiti - Reconstruction : The Haiti Reconstruction Fund approves $44.7MM

The Steering Committee of the Haiti Reconstruction Fund (HRF), under the chairmanship of Wilson Laleau, Minister of Economy and Finance, has approved a total funding of $44.7MM for projects in the areas of energy, education and budget support, aligned with the priorities of the development policy of the Haitian Government.

Priority projects beneficiaries :

Energy ($16 million) :
16 million U.S. dollars will be spent on the rehabilitation of the 115 kV transmission line Péligre Port-au-Prince that will ensure the reliability of the hydroelectric plant of Péligre on the grid Port-au-Prince, including the towns of Mirebalais and Hinche “The Government is committed to energy, because it knows that to allow the creation of jobs it takes energy, this is one of our top priorities,” declared Minister Wilson Laleau.

School canteen ($15 million) :
$15 million will go to the school feeding program to reduce dietary deficiency of 75,000 children in basic education in the West, Central, South and Artibonite.

Education reform ($3.7 million) :
The HRF will co-finance to the tune of $3.7 million the project “Support to the implementation of the 2010-2015 operational plan 2010-2015 and to the reform of education” in order to contribute to the reinforcement of the objectives of this project started in August 2012, funded by the Inter-American Development Bank (IDB) and its partners.

Budget support ($10 million) :
$10 million of budgetary support will be used to support the Government’s objectives in terms of reducing poverty in the long term.

The Steering Committee also discussed the future of the HRF and decided by consensus that the Fund should continue to function as a platform for financing the development of Haiti. This decision is subject to approval by the Government at the next Council of Ministers.

The HRF mobilizes, coordinates and allocates contributions from bilateral and other donors to finance high-priority projects, programs and budget support. To date, the HRF has mobilized $396 million and allocated $274 million to finance 17 reconstruction activities. Will this money be used properly or will it just go to fund the Educational Mafia that has crippled the system since Duvalier’s departure.??

Lots of smoke and mirrors as projects are proposed and the the money disappears.

If Antoine Athouriste wants to dig for dirt, Education is where he should introduce his bulldozers and dump trucks.
