Francois Duvalier left a number of key societal elements he created as his legacy to the Nation.
One of these was ONA – OFFICE NATIONAL D’ASSURANCE.
Over the years, the international community recognized ONA as the best entity of its type in Central and South America. Its infrastructure was solid.
Its funds sacrosanct.
Unlike America’s Social Security System, ONA’s bank accounts could not be plundered to cover other governmental financial obligations.
When Jean Claude filled the Presidency, his father’s philosophy was retained. There was a point at which a ministry needed $4,000,000 and Theo Achille looked to ONA. Duvalier reiterated his father’s philosophy, and ONA remained intact.
No one could touch ONA reserves.
They were there for the Haitians’ pensions.
That is, no one, until after Duvalier stepped down in 1986.
Since then it has become the Piggy Bank for countless criminals who take tens of millions from the nation’s pension funds, for personal use.
The control of ONA is a sought-after directorate because of the instant availability of cash – suitcases full of cash with what has become a situation of minimal accountability.
The keys to ONA’s treasury have not been properly supervised since 1986
The most recent control of ONA has been pirated by Senator Youri Latortue. In recent weeks we have seen his blatant removal of funds, from ONA accounts, via the subterfuge of legitimate loans.
One of these “legitimate – 30 year 3% transactions “- sees 70,000,000 gourdes loaned to Latortue’s 83 year old mother. Forget the requirement that ONA has. A person over 60 years of age cannot borrow ONA funds.
Youri’s Mom is already 63 years past the upper limit and will be 123 when she completes her ONA obligation.
As the next few years are ticked off, we will see the Latortue dossier disappear and there will be no trace in ONA records.
This will probable see duplication with the other 70,000,000 gourdes loan recently made to Youri Latortue’s wife.

The Youri/Aristide/Lavalas bonding must remain solid since rumors see a Lavalas Senator carrying funds to Aristide in Tabarre.
ONA MUST BE REPAIRED BUT WHO WILL FACE THE CHALLENGE – A PROPER AUDIT WILL PUT MOST OF THE PAST AND PRESENT SENATE/CHAMBER MEMBERS, PLUS MANY LEADING BUSINESSMEN IN JAIL.
President Moise has inherited a complete disaster and the world expects a cure without resources. He is doing very well with what he has. Unfortunate that the pressures exist to destabilise him.
