MANZANARES, E-Power, sogener, Haytrac, ONA, OFNAC, APN, Douane are skeletons rattling in the closet, awaiting their turn. Some are slso covered with a slight trace of cocaine. By focusing everyone’s attention on PetroCaribe we keep the limited attention-span off other realities.
And through exaggeration we see figures like $3,800,000,000 and higher quoted when we should see $1,800,000,000 as the reference point.
And the basic challenge would seem to be one of pricing, which is a very difficult challenge to turn into anything more than bad management. In other words, someone paying too much is no necessarily a criminal act. It can reflect a lack of competence, changing economic conditions or modified requirements, over the contract’s life.
The only example we can think of, from the Preval period led to CNE Director Moreno’s murder, when he refused to cooperate. This involved the Preval/Celestin placed purchase of almost $100,000,000 in new equipment when their purchase involved used material. The difference in price was pocketed by Preval’s team.
$40,000,000 plus of minus. Not bad for one coup!
Amaral Duclona admitted to the murder, plus that of a French Consul. Ducloa was given a lengthy sentence by the French legal system, but was mysteriously released, early, in some sort of deal.
The Martelly/Lamothe period is more memorable in that it initiated, and completed a wide range of projects, throughout the Nation.

Celestin also stole a complete new bridge system, and stored this on some property he had.
I don’t know if Haiti ever recovered the bridge stolen during the Preval Presidency.
