Martelly has told Conille he wants him out of Haiti – IMMEDIATELY!!! Conille has declined the suggestion saying he will stay, as caretaker Prime Minister, as required by the Constitution, until his replacement is chosen.
Haiti’s Constitution states, that if there is no majority party in Parliament, the Prime Minister will be chosen with an agreement between the President – The President of the Chamber of Deputies, and the President of the Senate. This is supposed to be a balanced and democratic process, to protect the Nation’s rights.
The President of the Republic shall choose a Prime Minister from among the members of the majority party of the Parliament. In the absence of such a majority, the President of the Republic shall choose his Prime Minister in consultation with the President of the Senate and the President of the House of Deputies.
In either case, the President’s choice must be ratified by the Parliament.
Not so in Martelly’s Haiti.
Martelly has put forward three names for Prime Minister. Thierry Mayard-Paul, Laurent Lamothe and a lady named Timothee (Milforte) whose claim to fame was serving as Martelly’s secretary and it Sophia’s best friend. She is a young girl, with absolutely no political or business experience, more concerned with what dress she will wear and whether or not her new make-up shows her features to the best effect.
Martelly has warned that – should the Senate and Chamber not comply, he will throw the Nation into an impossible crisis….as though we were not already there.
Martelly is moving as quickly as possible towards a dictatorship, by bending rules. If the Chamber of Deputies, and Senate play this came the Nation will see foreign assistance and reconstruction funds evaporate.
