Jean Rodolphe Joazile, the Haitian Minister of Defense is in South America since Sunday, July 22 for a one week trip to Ecuador and then Brazil, where he should discuss of details of implementation of the technical cooperation and of institution building in term of national defense with its South American counterparts.

This second visit of the Minister Joazile in Quito, less than two weeks, is part of a follow-up of the broad lines of cooperation exposed by the President Martelly to the Ecuadorian authorities. This is, among other things, the creation of a corps of engineers within the Haitian Ministry of Defence, the formation of an entity of rescue at sea and on land, of the establishment of a structure of humanitarian intervention.

The will of the Government of Ecuador to assist Haiti to strengthen his defense is clear. The Minister Joazile said to understand and appreciate this mark of friendship and works so that it becomes a reality in the eyes of the Haitian people as soon as possible. Also, far from being part of a classic pattern of assistance or support, the ooperation between Haiti and Ecuador in term of defense, s above all, a win-win partnership.

Understandably, Brazil is one of the first countries to offer its support to the institutional capacity building of the Ministry of Defence. Exchanges between the Minister Joazile and representatives of Brazil have already have already of perspectives of exchange. It is therefore, in the aim to consolidate this framework of discussion and of haring of experiences, that the inister of Defense will visit after Quito, Brasilia to meet with Mr. Celso Amorim, Brazilian Minister of Defense and senior members of the Brazilian Army.

According to Me Jean Rodolphe Joazile, this close relationship that develops with the South American and Caribbean countries, extends beyond the geographical factor, and clearly demonstrates that our neighbors are now aware that the socio-economic progress of each depends on that of others.

Another case of Haiti re-inventing the wheel.

Since the first days of the Martelly government, there have been attampts to contact Thierry Mayard-Paul, with regard to the revival of Haiti’s FAdH as an “army of the people” complete with an engineer battalion, mobile medical/dental clinics, border/coastal patrol….etc.

There was the possibility of American funding if the surrogate party, reviving the FAdH, was acceptable. There was one surrogate – which will remain nameless – that tried to make contact, with the Martelly government, but no one was interested, or did not keep appointments. Mayard-Paul was to buzy zooming around with his caravan of SUVs, sirens going, lights flashing.

As the Irish say…Martelly’s government couldn’t organize a piss up in a men’s bathroom.
