The selection of Mr. OLivier Pierre Riche by the Haitian Chef of Government, Mr. Evans Paul hit the Haitian Diaspora by surprise. This selection gives an indication of the decision making process of Mr. Paul in terms of governing with sound judgment. If it is true that governing is considered as both an art and a science, it appears that our new prime minister is very limited in the science part. He should know that in his first test, how to avoid making stellar mistakes by employing the wrong man for the job.
By selecting a dark horse candidate for the Haitian Diaspora Ministry, Mr. Paul is sending the wrong message to the diaspora outlining his limited knowledge of Diaspora issues and concerns. To prevent this problem from happening, it is for this reason that the Haitian Diaspora Working Group (HDWG) about two years ago developed a profile that would have helped the new Prime Minister in its job in selecting the right candidate. Some of he attributes outline in this job description include but not limited to: To be an active member of the diaspora by outlining specific actions and involvement in the community that individual has been living, show proof of serving as a volunteer in a community center or local foundation, showing proof that individual is well known throughout the Haitian Diaspora, can show proof of participation in public discussion organized by diaspora groups. Besides living in the Diaspora, Mr. Olivier Pierre Riche can not show by his
actions or activities anything that can legitimately justify him as a Minister even in today’s Haiti.
Mr. Evans Paul must decisively must take time to learn regarding the major issues that are current in the diaspora. Serving as a Minister in the Diaspora is a hard and difficult job. I am sure that Mr. Pierre Riche may have the desire and competence to learn the ropes but the diaspora needs someone who is ready to serve its interest since the mandate of the individual selected would be a short one. Currently there are many difficult issues that the diaspora need executive and parliamentary actions on that need to be approved under a democratic and legitimate government. At least the Prime Minister needs to respect the Diaspora by contacting some of its key figures instead of acting on the rush.
The Prime Minister should reconsider his actions if he really wants and seeking the support of the Haitian Diaspora. We want a high level of competence, professionalism, skilled individual in foreign affairs, known individuals in the diaspora communities capable to intervene and serve as a go between diaspora groups overseas and Government Agencies in Haiti, be a consensus builder, and capable .
In fact, if there is nothing wrong with the current occupant of this position, why not keep him in the name of continuity instead of giving that job to a neophyte who will going to a new experimentation,just to get ready. Mr. Paul this is not cool. Please give us a minister that we deserve who can do the job. Otherwise, he will be subject to public reprobation if you insist that he be your man for this position.
