Preval, with MINUSTAH support, planned to control all relief supplies, channeling them exclusively through the hands of his UNITE party’s candidates. This would guarantee their win in this year’s elections.
The people would see them as Saviors.
This was too obvious a ploy and generated a public outcry, so Preval changed course.
The government is effectively dead. So he will now pass all relief through the mayors. To this end he has sent three enforcers, with money and guns, to each mayor. They will ensure Preval’s Plan, or eliminate those who protest.
His concept seems – on the surface – to be a reasonable one, until you understand the cynical motivation. Those who do not support it will starve, along with their children.
The International Community cannot simply pour money and supplies into the control of Preval. This will destroy the Nation and lead to a catastrophe, on top of the Quake catastrophe that will doom Haiti forever.
If this sould happen, surely a massive genocide of Aristide supporters would take place.

If Aristide had more integrity as a leader, he would have followed the advice of the USGS advisors that came through and suggested seismic upgrades to the Palace and major Government buildings.
