Le 9 octobre 2015 No. 2015/ 57 Biographie de Monsieur Peter F. Mulrean nouvel Ambassadeur des Etats-Unis en Haiti L’Ambassadeur Mulrean a préalablement servi à titre de Ministre Conseiller de la Mission des Etats-Unis auprès des Nations-Unies à Genève, en Suisse, où il a géré un portefeuille divers impliquant plusieurs agences. Il est réputé pour être un expert des Balkans, du Moyen-Orient, des questions de reconstruction dans les situations d’après-conflits, et de l’assistance humanitaire des Etats-Unis, et mettra à profit son leadership confirmé et ses compétences interpersonnelles à la tâche qui est de renforcer les relations bilatérales avec le gouvernement haïtien, un allié important des Etats-Unis dans la Caraïbe. Antérieurement, M. Mulrean a travaillé en tant que Directeur des Affaires Provinciales à l’Ambassade des Etats-Unis à Kaboul, en Afghanistan de 2011 à 2012; Conseiller pour les questions relatives aux Réfugiés et à la Migration à la Mission américaine auprès des Nations-Unies à Genève de 2008 à 2011; et Directeur Régional de l’Initiative de Partenariat avec le Moyen-Orient à l’Ambassade américaine à Tunis, en Tunisie de 2004 à 2008. Il a également travaillé comme Assistant Directeur du Bureau pour la Promotion des Droits Humains et la Démocratie au Département d’Etat de 2002 à 2004; Conseiller Politique Adjoint de la Mission américaine auprès de l’Union Européenne à Bruxelles, en Belgique de 1999 à 2002, et comme Diplomate auprès de la Commission Européenne à Bruxelles de 1998 à 1999. Avant de rejoindre le Service Diplomatique, il fut professeur d’Anglais au Japon et en Chine et fut également Volontaire du Corps de la Paix au Maroc. En 1981, l’Ambassadeur Mulrean obtint son diplôme en Sciences politiques de la Harvard University. Il a reçu de nombreuses distinctions du Département d’Etat notamment le «Department of State Senior Foreign Service Performance Awards», le «Superior Honor Awards» et le «Meritorious Awards». M. Mulrean parle le français, le néerlandais et le serbo-croate. Il est marié et père de deux filles. (Fin de texte) ============================================================================================== Allocution du nouvel Ambassadeur des Etats-Unis en Haiti, Monsieur Peter Mulrean Je suis très heureux d’être ici en votre compagnie au Palais National. Durant les derniers mois, j’ai parlé à plusieurs personnes du Congrès, des agences gouvernementales, d’organisations non-gouvernementales et du secteur des affaires. Ils m’ont tous dit combien j’étais chanceux d’aller en Haiti. Ils m’ont également expliqué pourquoi Haiti est si importante pour les Etats-Unis. Les Américains sont engagés à travailler en étroite collaboration avec les Haïtiens pour contribuer au succès d’Haiti. C’est la raison pour laquelle, aujourd’hui, le Secrétaire d’Etat Kerry effectuera une visite spéciale plus tard ici. L’année dernière, j’ai passé beaucoup de temps à m’informer sur Haiti, à lire votre histoire et votre merveilleuse littérature. A comprendre le dynamisme et la créativité qui font la renommée du peuple haïtien, que ce soit dans son pays ou dans la vaste communauté de la diaspora aux Etats-Unis. Et, tous ceux qui ont vécu une expérience en Haiti après le tremblement de terre dévastateur de 2010 peuvent témoigner de l’incroyable résilience des Haïtiens. J’arrive en Haiti à un moment important, un tournant majeur en quelque sorte. Haiti est non seulement en train de se relever de l’assistance post-sismique, mais elle organise également des élections pour rétablir une stabilité politique normale et un rythme permettant au pays d’aller au-delà du blocage politique qui a entravé certains progrès. Cela représente une opportunité pour élever les relations haitiano-américaines à un autre niveau de coopération. Un partenariat basé sur le respect et la responsabilité mutuels. Je ferai tout ce qui est en mon pouvoir pour mettre en œuvre ce partenariat de respect et de responsabilité mutuels. Nous avons un engagement à long terme envers Haiti; notre intérêt de voir une Haiti indépendante, dynamique et prospère, est sincère; et la possibilité de continuer à apprendre les uns des autres et de bénéficier d’une action commune est réelle. Cela ne veut pas dire que le chemin à parcourir sera simple ou que nous serons toujours d’accord sur tout. Mais les vrais amis savent comment se dire la vérité et comment trouver un terrain d’entente pour aller de l’avant, et je m’engage à adopter cette approche. Mulrean New U.S. Ambassador to Haiti Most recently, Mr. Mulrean served as Deputy Chief of Mission at the U.S. Mission to the United Nations in Geneva, Switzerland where he managed a diverse portfolio across many agencies. Known as an expert on the Balkans, the Mid-East, post-conflict reconstruction and U.S. humanitarian assistance, he will bring proven leadership and interpersonal skills to the task of furthering bilateral relations with the government of Haiti, a crucial U.S. ally in the Caribbean. Previously, Mr. Mulrean served as Director of Interagency Provincial Affairs at the U.S. Embassy in Kabul, Afghanistan from 2011 to 2012, Counselor for Refugee and Migration Affairs at the U.S. Mission to the United Nations in Geneva from 2008 to 2011, and Regional Director of the Middle East Partnership Initiative at the U.S. Embassy in Tunis, Tunisia from 2004 to 2008. He also served as Deputy Director of the Office for the Promotion of Human Rights and Democracy at the Department of State from 2002 to 2004, Deputy Political Counselor at the U.S. Mission to the European Union in Brussels, Belgium from 1999 to 2002, and Exchange Diplomat at the European Commission in Brussels from 1998 to 1999. Prior to joining the Foreign Service, he was an English teacher in Japan and China and served as a Peace Corps Volunteer in Morocco. Mr. Mulrean earned a B.A. from Harvard University in 1981. He has been the recipient of numerous Department of State Senior Foreign Service Performance Awards, Superior Honor Awards and Meritorious Honor Awards. (End of text) ================================================================================================= Remarks by Ambassador Peter Mulrean I am thrilled to be standing here at the National Palace with you. The last few months, I spoke to many people from Congress, government agencies, NGOs and business. All of them told me how lucky I was to be going to Haiti. And they also told me why Haiti is so important to the United States. Americans are committed to working hand in hand with Haitians to help Haiti succeed. That is why Secretary Kerry is making a special stop here later today. I’ve spent a lot of time in the past year learning about Haiti, reading your history and your fabulous literature. Understanding the renowned dynamism and creativity of the Haitian people, whether at home or in the large diaspora community in the United States. And anyone who has dealt with Haiti since the devastating earthquake in 2010 can attest the incredible resilience of Haitians. I will be arriving in Haiti at an important moment, a turning point of sorts. Not only is Haiti moving beyond post-earthquake relief, but it is also undertaking elections to restore a normal political balance and rhythm, to allow the country to move beyond the political deadlock that has hampered certain progress. This creates an opportunity to take Haitian-U.S. relations to a new level of cooperation. A partnership based on mutual respect and mutual responsibility. I will do everything in my power to realize this partnership of mutual respect and mutual responsibility. Our commitment to Haiti is a long-term one; our interest in seeing an independent, dynamic and prosperous Haiti is sincere; and the potential to continue learning from each other and benefitting from joint action is genuine. This is not to say that the way ahead will be simple or that we will always agree on everything. But true friends know how to speak truth to each other and how to find common ground to move forward. And I commit to taking that approach. So let me close by again thanking all of you for sharing this extraordinary moment with me. I promise to do my best. (End of text)
