NOTE FROM THE PERMANENT MISSION OF CANADA REQUESTING THE INCLUSION OF THE TOPIC “THE ELECTORAL PROCESS IN HAITI”, IN THE DRAFT ORDER OF BUSINESS FOR THE NEXT MEETING OF THE PERMANENT COUNCIL

(Attached Draft Declaration on the Electoral Process in Haiti)

L’#OEA prépare une résolution recommandant l’application de la Charte démocratique contre le gouvernement intérimaire d’#Haiti.-

Une proposition de résolution circule à l’OEA en faveur de la poursuite du processus électoral en Haiti. Le Conseil Permanent de l’organisation hémisphérique se réunira très bientôt sur le cas d’Haiti.

Parmi les pays actif sur ce projet, Canada parle sans ambiguïté en faveur de la poursuite du processus électoral initié en 2015.

Les idées fortes qu’on peut retrouver dans les documents en circulation:

1- Que l’OEA vote une résolution condamnant la volonté du président Jocelerme Privert d’aller au delà des 120 jours;

2- L’obligation pour Haiti d’achever le processus électoral initié en 2015 avec un second tour Jovenel/Jude, suivant les résultats du CEP;

3- L’application de la Charte démocratique contre les autorités de facto d’Haiti qui appliquent une stratégie dilatoire pour garder le pouvoir en dehors des élections.

Le rapport de la CIEVE n’a pas apporté grande chose aux observateurs internationaux qui sont conscients des déficiences techniques du système électoral haitien. Il faut l’améliorer et terminer le processus électoral.

Selon un cadre international, une Commission technique qui rapporte que des mandats se vendaient sans apporter de preuves n’a fait qu’adopter les opinions des membres de ce secteur qui cherchait à annuler les élections. Même dans le rapport de la CIEVE, le résultat reste inchangé : Jovenel Moise 32% , Jude Célestin 25%. C’est aussi la tendance des élections municipales et législatives.

Upon arrival in Haiti, Haiti’s Premanent Reprsentative to the OAS, Ambassador Edmund Boccit, met with an independent source, at the Karibe Hotel.

The problems faced, and possible solutions, were discussed.

The concept of any sort of Transition Government was to be avoided.

Possible acceptance of Article 136, allowing, as it did Preval, President Martelly’s coordination of the second round of balloting. The Permanent Representative liked this solution and was to make an appointment with Sir Roland Sanders when he arrived.

Sir Roland Sanders arrived, and spent his time meeting with numbers of Lavalas people and did not have time for anyone else.

The other team offered to take rooms in the El Rancho to be available 24/7 to no avail.

Perhaps there is a lesson here.

This becomes obvious when we see the Aristide fanatic Privert installed as Interime President, followed by Privert’s loading of the government infrastructure with Lavalas people, and a complete refusal to complete his Mandate as outlined.

The completion of the Electoral Process – nothing more!!!

We are in our present situation, because of Sanders actions then, and continuing actions now, as he seems focused upon creating a situation that will facilitate our collapse into the control of Lavalas, Aristide/Preval via their surrogates.

Haiti deserves better than this!
