  1. Probably political as I comprehend it. Junior Boulos, a Nadal and some other mid-level people but none of the real offenders like the Mevs, Handal, Acra, Vorbe etcetera.

    You don’t need to have an Interdiction Notice against Aristide and Preval. They cannot go anywhere else, without risking arrest.
